    About This Opportunity

    The In-Country Chief Technology Officer (CTO) will play a significant role in launching on-the-ground systems, operations, and processes for InComm Japan’s processing infrastructure. The intent of this effort is to position InComm Japan to better support our in-country customers.  InComm Japan has been serving our customers for over 10 years and is one of InComm’s largest international operations.  This is an exceptional opportunity to represent InComm Japan and serve as a strategic partner with internal business leaders and Japan’s well-known brands and retailers.


    Our ideal candidate will have the opportunity to do the following:

    • help in the design of the overall system to include storage, network and compute,
    • launch our data center in-country,
    • ensure success with matters in security, privacy, continuity, resilience, and overall customer support and satisfaction, and
    • build a team of engineers and architects.


    This role will involve working closely with local leaders, understanding the highly complex retailer/partner/processor relationships, and creating a solution focused framework.


    As a hands-on leader, the CTO will create a highly productive work environment by ensuring a customer centric service delivery mindset and build high performance teams.


    • Establish productive partnerships with business leaders that ensure technology alignment with business strategies globally.  
    • Develop an agile and nimble technology organization that is highly responsive to customer needs and business priorities.
    • Develop a communications framework for IT that promotes an understanding of strategy, key objectives, and project accomplishments along with a clear understanding of priorities.
    • Develop a mature framework to drive decisions for insourcing or outsourcing technology competencies and services that represent non-core functions.
    • Be KPI and metrics driven to ensure efficient operation of the core global infrastructure, data center and related services. Network services, infrastructure security, and system uptime. The reliability and responsiveness of services are a key criteria when measuring performance.
    • Promote an agile development methodology that focuses on rapid development throughput with quality, and is closely aligned with business priorities and customer requirements.
    • Focus on strengthening the governance for project prioritization/rationalization by involving cross functional managers in decisions related to IT priorities, projects and investments
    • Develop and execute an applications and platforms portfolio strategy that streamlines support requirements, simplifies support processes, improves customer experience, reduces operating costs, and improves solutions scalability.
    • As an industry leader InComm is focused on growing market share and capabilities through acquisitions. Integrating the acquired capabilities and platforms productively and quickly is an important focus for success.
    • Create a focus on common tools and processes to improve efficiency and process scalability.
    • Proactively manage the suppliers of technology services and products, and establish strategic service provider partnerships with clear service level agreements and governance frameworks
    • Responsible for technology security and compliance enterprise wide, achieve SSAE16 certification and adhere to PCI and other regulatory guidelines.
    • Develop a technology strategy that anticipates and reacts to major technology changes and ensures the maintenance of company leadership position in a very competitive landscape.



    • Highly effective at building relationships with business leaders, employees, customers, vendors and peers
    • Experience with a multinational organization is ideal
    • Experience launching IT division from inception
    • Track record of creating a culture of communication with an IT department including developing shared objectives, cross department information sharing, soliciting feedback from employees, and promote challenging of ideas without repercussion.
    • Experience with large scale On-line Transaction Processing (OLTP) environments for retail customers or equivalent experience with related volume and online complexities is critical;
    • Extensive knowledge of Japanese regulatory frameworks impacting technology and the payments sector
    • Ability to provide clear and strong architectural direction based on specific in-country client needs.
    • Solid understanding of current and future technology stacks (App and Infra) used to provide resiliency, redundancy and recovery capabilities of core processing.
    • Demonstrated success with cutting edge technology.
    • Leading all aspects of technology vision, development and execution in a fast-paced environment.
    • Successful track record in helping to guide an organization through significant change and growth.
    • Ability to serve beyond technology as the company’s change agent, fostering adaptive change and flexibility among members of the company; challenge the established institutional culture and long held paradigms.
    • 15+ years of Technology executive leadership experience with world-class technology organizations (high- tech, financial services, etc.) including CTO, CIO or equivalent roles.
    • A Master's degree in Information Technology, Electrical Engineering or Computer Science, or MBA, preferred.
    • Proven experience as a team builder with experience building a talent pipeline, onboarding and training talent
    • Well versed in SDLC with heavy emphasis on Agile
    • Experience creating flex teams and leading diverse and international based development groups
    • Strong background in master data management and delivering business intelligence solutions preferred
    • Experience managing internal and external partnerships with technology teams and vendors.
    • Bilingual proficiency (English/Japanese)
